The University of Arts in Belgrade has organised a conference titled “In from the margins – Sharing footnotes of subaltern knowledge and practices: Questioning North-South relations and ethics of international collaboration” in Belgrade from 26-28 June 2023. The conference is part of the SHAKIN’ project, an initiative by the European Union’s Erasmus + Education and Training programme.
About 150 participants from various different countries and three different continents (Europe, Asia and Africa) are participating in the conference. The conference is build up in a hybrid format, allowing in-person as well as online participation. Additionally, the conference is being livestreamed for everyone interested.
On the first day, Ulrike Blumenreich, as the head of the Compendium coordinator team, took part in a panel about Monitoring Cultural Policies Around the World: Potential and Challenges. Joined by Oleksandr Butsenko (expert author Ukraine), Nataša Kraljević (new Compendium member), Anupama Sekhar (former Coordinator of Compendium goes beyond Europe) and Hiroko Tsuboi (Member of the Expert Facility of the UNESCO 2005 Convention), they discussed the existing Compendium monitoring instrument and its possibilities for going beyond Europe.
The panel aimed to give answers to questions such as:
- Monitoring cultural policies for whom?
- What type of content do we need to collect for this monitoring tool to be useful beyond Europe: what can we adopt from the Compendium grid, what do we have to learn anew and from other perspectives?
- By whom will cultural policies be monitored in different contexts: How can local experts be found to bring their own narratives?
- With whom we could (re)start this information and monitoring tool beyond Europe?
- What kinds of structures and support are needed?
