A new, updated Cultural Policy Profile for Azerbaijan has been published on the Compendium website, highlighting dynamic and forward-looking developments in the country’s cultural landscape.

Below are some highlights of cultural policy developments in Azerbaijan:
- Creative Azerbaijan Programme: The “Creative Azerbaijan” state programme aims to develop cultural and creative industries, reflecting a strategic approach to fostering innovation and economic growth within the cultural sector.
- The total number of business entities under the CCI increased from 21.022 in 2022 to 22.852 in 2024, representing an 8.71% rise.
- In December 2024, the Cultural and Creative Industries Development Centre concept commenced with the inauguration of the first Creative Centre in Baku with the main goal to support young talents, improve their qualifications, and create conditions for realising their creative potential.
- Azerbaijan has initiated numerous international cultural programs and events, positioning itself as a significant global cultural and political player. This development enhances cultural exchange and promotes Azerbaijan’s cultural heritage on the world stage.
- There is an emphasis on the societal impacts of arts, where culture is seen as a dynamic force that shapes public consciousness and community engagement, highlighting the role of the audience in influencing the cultural agenda.
- Azerbaijan is advancing its cultural sector through the “e-Culture” strategy, which focuses on digitizing cultural resources and services. This includes improving the regulatory framework for digitization, integrating services, and creating a data-based digital management model to enhance cultural accessibility and efficiency.
- Financial support has been allocated for projects proposed by non-governmental organizations (NGOs). In 2023, four NGOs received funding, and in 2024, this number increased to twenty-nine, promoting community engagement and cultural development.
