In their new publication Culture in crisis: Policy guide for a resilient creative sector, UNESCO provides a thorough overview of effective COVID-19-related measures for the cultural sector. The guide is directed at policy makers around the globe and especially focuses on measures for vulnerable workers within the sector.
The Compendium of Cultural Policies and Trends is honoured to have been asked to peer review the guide, that is successful in its intent. It gives special consideration to increasing inequality in the cultural and creative industries and places measure in a context that emphasises the need for transnational collaborations.
In the guide, measures are categorised into three types of possible interventions: 1) Direct support for artists and cultural professionals; 2) Support for sectors of the cultural and creative industries; 3) Enhancing the competitiveness of cultural and creative industries.
The selected measures within these interventions provide an overview of the benefits, lay out actions to consider and highlights pitfalls for States to avoid when adapting the suggested measure to their national context. In addition, each measure is equipped with several best practice examples from different countries.
The guide concludes with four general recommendations (participatory governance, gender equality, transnational mobility and adaption to the digital age), that suggest that the interventions presented become long term solutions, that safeguard the many forms of culture and creativity during the crisis and beyond.
