The “Kulturpolitische Gesellschaft” and the “Bundeszentrale für politische Bildung” (Federal Agency for Civic Education), in cooperation with the “Deutscher Städtetag” (German Association of Cities), are organising the 11th Federal Congress on Cultural Policy in Berlin as a public discussion forum on topics relevant to cultural policy and society for about 400 actors from cultural policy, cultural administration, cultural institutions, science and practice.
At this year’s congress “The Art of Democracy. Cultural Policy as Democracy Policy“, we will look at “democracy” as a political system, as a cultural concept and as a social way of life. “Democracy” is currently experienced as questioned, contested, and put to the test. The aim of the Federal Congress on Cultural Policy 2022 is to work out different symptoms and levels of the crisis, to make controversial interpretations visible and to point out strategies for cultural policy action in the sense of an “art of democracy”.
As one of the cooperation partners of the congress, the Compendium of Cultural Policy & Trends is responsible for two panels during the two-day event. The first panel “Living and Learning Democracy”(09.06., 14:00-15:30) will look at today’s practices of »learning democracy« and discuss the idea of a European »civic education«. In the second panel, “The State of Artistic Freedom” (10.06., 09:00-10:30), Compendium experts will examine the fragility and need for protection of artistic freedom and freedom of expression – also in light of recent developments in Ukraine and Belarus.
