According to amendments to the Law on Education, culture and art institutions of higher education will remain in the basic system of educational establishments of culture, not moving under the competence of the Ministry of Education.
In 2016, there were 10 state-owned institutes of higher education of I-IV level of accreditation, 54 communal colleges of I-III level of accreditation and 7 specialised technical boarding schools where about 29 000 students studied in 26 areas.
Primary arts education is available at 1 473 art schools, all of which are financed from local budgets and by fees. 344 000 pupils are enrolled and are taught by about 40 000 teachers.
11 higher education establishments, including the National Academy of Music, the National Academy of Arts and Architecture, four State Conservatories, the Theatre, Film and TV Institute, the University of Culture, and National Academy for Chief Managers in Culture and Art provide post-graduate courses, and 4 provide doctorate courses.
3 studios for preparing musicians, singers and dancers operate in Kyiv at well-known art groups – National Chapel of Bandura-Players, National Folk Choir and National Academic Dance Ensemble.
Recently, especially in the regions, e-facilities found in libraries are being actively used to provide students with, on the one hand, computer skills and on the other hand, up to date information during special study sessions in libraries. In several libraries, in the capital and in regional centres, like Dnipro, Khmelnytsky, and Lviv, co-working spaces were created providing training courses and workshops.

According to Governmental Decree Nr 1717 of 17 November 2000 relating to "State Standards of Primary Education", "Arts" was introduced as an educational sphere in the primary school curriculum. The Decree stated that: "Contrary to the traditional approach to the educational content in primary schools, when two relatively separate disciplines, Music and Visual Arts are taught, the educational sphere of Arts is directed to involve students in creative activities in musical, visual, choreographic, theatrical and screen arts. On the basis of such interaction of different arts, students will form a comprehensive artistic mentality, a system of aesthetic ideals and tastes, and a feeling of real responsibility for preservation of cultural achievements of society. It is reasonable to interconnect this educational sphere with other humanities (for example, choreographic courses can be integrated with "physical education"; elements of theatrical art – with "reading")".
In 2016/2017, there were 1 296 art schools embracing different directions (see Table below).

Higher arts education institutions under the Ministry of Culture include 54 communal- owned establishments of I-III level of accreditation and 10 state-owned establishments of I-IV level of accreditation (see also chapter 5.1).
Using the official school curriculum, the percentage of annual instructional hours intended for arts education in relation to the total number of instructional hours for all subjects in the first two years of secondary school (according to UNESCO methodology) were identified (see table 28). The first two years of secondary school are grades 10-11 and data was calculated for these grades using the Standard Curricula for secondary schools adopted by the Order of the Ministry of Education and Science of Ukraine (MESU) as of 2015. It's necessary to note that basic skills in drawing, painting, music, dance, applied arts are taught in 5-8 grades. In grades 10-11, arts education could be related to such subjects as “Culture of arts”, “World literature”, “Ukrainian literature” etc. Other courses allocated to arts education hours are drama, dance, graphics, but they are elective subjects.

The network of special art schools (music, choreographic, art, choral, etc.) consists of 1 256 institutions, among which 250 schools are located in rural areas. The number of students constitutes 304 701 (including 31 732 in rural areas). Compared to 2013, the number of schools decreased almost by 100 (see also chapter 5.2).
Almost all special art schools are financed from local budgets. Teachers and managers of these schools organise performances or exhibitions of their students' works at the end of a school year. Special events can be planned to commemorate famous dates or persons, and they hold literary parties. Thematic excursions to museums, art galleries, theatres, historic sites constitute an essential part of the educational process.
Besides art schools, there are a lot of study groups at local centres for children and youth creativity which offer pre-school and after school training for children. There are also special studios for senior pupils where they can train under supervision of professional artists.
