The perspective of the artist: David Liver on Voice Over magazine

Contemporary artist and performer David Liver recently created Voice Over, an online magazine supported by the Intercultural Cities Programme of the Council of Europe. It engages with current critical discourse from the perspective of the artist and offers alternative narratives to ongoing social and political discussions that take place in- and outside of institutional walls. The Compendium during autumn: What is coming up?

New board members elected during Digital Compendium Assembly

Last week, the Association of the Compendium of Cultural Policies and Trends hosted its third Assembly for members and expert authors. Due to the current pandemic circumstances, this years meeting was digital and solely focussed on the past, present and future plans for the Compendium. The Compendium’s new Service Provider: Kulturpolitische Gesellschaft e.V.

Since 2018, the Boekman Foundation in the Netherlands acts as the Compendium’s Service Provider and is responsible for the daily management of the project. Together with its team consisting of a project manager and a content and communication coordinator, the Boekman Foundation implemented a number of crucial developments, such as the redeveloped culturalpolicies.net, that maintain the Compendium’s longstanding network and reputation. COVID-19 updates from France and the United Kingdom

Our experts from France (Thomas Perrin) and the United Kingdom (Rod Fisher) updated their COVID-19 reports. In France, the government has supported the cultural sector with approximately EUR 5 billion since March, including a EUR 1 billion increase for the budget for culture and media in 2021. Additionally, the cultural sector is also included in France's national recovery plan, which allocates EUR 2 billion to the sector. The department for study and statistics of the French Ministry of Culture also investigated the impact of COVID-19. According to the State Statistical Office data, in the 2016/2017 season, compared to 2015/2016, the number of performances at professional theatres increased by 10.3%, while attendance increased by  2.1%. The average attendance per performance was 185. In the period 2016/2017, compared to 2015/2016, the number of performances at professional youth and children's theatres decreased by 4.8%, while attendance decreased by 7.1%. Lluís Bonet and Mariano Martín Zamorano on illiberal cultural policies

In different European countries, governments have been using their policies to promote a conservative and nationalistic understanding of culture. Within this understanding, progressive expositions or events are often deemed undesirable and the space for diverse cultural voices is limited. In their recent article for the International Journal of Cultural Policy, Lluís Bonet (former Compendium expert) and Mariano Martín Zamorano of the University of Barcelona propose a conceptual framework for understanding the characteristic elements of these illiberal cultural policies while comparing them with liberal democracies and totalitarian regimes.
