Since the war against Ukraine unleashed by Russia, the Ukrainian cultural sector has met new and urgent challenges which have impacted cultural policy priorities. The Compendium strongly condemns the Russian Federation’s armed attack on Ukraine that resulted in a war on European territory. This act not only violates international law and human rights, it also tramples on democratic values such as peace, freedom, and equality. Basic Income for the Arts – First Results

In Ireland, early results have shown a positive impact of the Basic Income for the Arts (BIA) pilot scheme. The Basic Income Scheme was first introduced as a measure to help the arts and cultural sector adapt and recover from the COVID-19 pandemic. In 2022, Minister Martin allocated a budget of €25 million for the launch of the pilot scheme. The programme will run for three years, with participants receiving payments of €325 per week. Conference | Art as a Reflection of Society

On 5 and 6 December, the University "Mediterranian" Podgorica in Montenegro, in partnership with the Italian embassy in the country, held its international conference on "Art as a Reflection of Society: Role of Art in Shaping Culture and Sparking Social Change".  On the first day, the Compendium participated with a presentation on Freedom of Artistic Expression and a debate on what meaningful cultural exchange could look like. An new short cultural policy profile for the Netherlands is now available on the Compendium website. A special thanks goes out to our Dutch experts Mutaleni Nadimi and Rogier Brom from the Boekman Foundation for compiling the profile.  Below, you can see a few highlights of the cultural policy developments in the Netherlands: Public spending on culture in the Netherlands increased by more than 30% between 2017 and 2021, mainly due to a doubling of state government spending. 12th Plenary Session of the CDCPP in Strasbourg

The Steering Committee for Culture, Heritage and Landscape (CDCPP) from the Council of Europe held its 12th plenary session from 15-17 November in Strasbourg.  On the second day, the Compendium was able to present its progress report, which was well received by the Committee. The Compendium also presented the results of our survey on artistic freedom, which was part of our research campaign on Barriers to Freedom of Artistic Expression.
